Step 1: Choose a Freehold Area

Foreign nationals can only purchase freehold property in designated freehold zones, which include most of Dubai's major residential and investment districts: Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay, Jumeirah Village Circle, Dubai Hills Estate, Arabian Ranches, and Dubai South, among others.

Step 2: Sign the Reservation Agreement

Once you select a property, the developer issues a Reservation Agreement. You pay a booking fee — typically 5–20% of the purchase price — to secure the unit at the agreed price. Critically, all off-plan funds must be deposited into a government-regulated escrow account, not a developer's general account.
